General Manager/CEO

Mike Wiley is currently serving the District as General Manager/CEO. He has been a resident of the Sacramento community for over 34 years and has been employed with RT for 30 years. Mike has been the District's press spokesperson and an executive manager for the past 24 years. He has managed most of the District's departments and functional areas, and served as the Deputy General Manager for the past two years, assisting with all aspects of the District's management.

He is committed to making the Sacramento region a better place to live, work and raise families. Mike's objective is to expand transit to a level that people can fully depend on for their travel needs.

Mike is very active in the community and is currently a Board Member for the Del Paso Boulevard Business Improvement District; a 12-year member of the Board of Trustees of the Natomas Unified School District; and has volunteered his time as Chairperson of the Natomas Charter School Board. Mike has enjoyed coaching youth soccer teams for almost 20 years. He has been married for nearly 34 years and has two daughters and three grandchildren.

Mike graduated from California State University, Sacramento with a Bachelor of Arts in Social Science.

Z. Wayne Johnson     Click photo for high resolution version

Chief Administrative Officer

Z. Wayne Johnson has over 33 years of transportation experience, covering both transit and highway modes. He has been employed by the District as Chief Administrative Officer/EEO Officer since March 2003.   

Prior to joining RT, Z. was the Assistant Executive Director for Administration/Human Resources at New Jersey Transit, and the Director of Community Involvement/Government Affairs and Assistant EEO Officer at the New Jersey Department of Transportation, amongst other professional assignments. Z. is an Executive Committee member of the California Transit Association, and a frequent regional and national contributor to varied efforts to promote labor/management cooperative initiatives, succession planning, workforce and leadership development, innovative recruitment and retention techniques, as well as workforce and business diversity.

Z. is the immediate past Chair of the American Public Transportation Association (APTA)’s Human Resources Committee, a graduate of Leadership APTA, and a guest lecturer for the ENO Foundation Executive Leadership Development Program. He lectures and consults on management issues, human resources, labor relations, public affairs and African American and Native American history (both part of his lineage). He is a published poet and holds black belts in three different martial arts.

Assistant General Manager of Planning
and Transit System Development

RoseMary Covington is the Assistant General Manager of Planning and Transit System Development for the District. In this capacity, she is responsible for short and long range planning, major project planning, transit oriented development and real estate.

RoseMary has acquired 28 years of experience in transit system management through her work in both public and private sector positions. Most recently, she was the Mass Transit Administrator for the District of Columbia. She has also served on a number of committees and projects focused on transportation policy development for organizations including the Federal Transit Administration, the Transportation Cooperative Research Program and the American Public Transportation Association.

Chief Operating Officer

Mark Lonergan is Chief Operating Officer at RT. He is responsible for performing Executive Management level tasks involving bus and light rail operations for the District.

Mark has been with RT for over 28 years and has worked in the Planning, Transportation and Facilities departments. He previously served as Deputy Chief Operating Officer for eight years. As former Director of Light Rail, he was instrumental in the start-up of the South Line, as well as the Sunrise and Folsom light rail extensions.

Mark holds a Bachelor of Science from the University Of California, Davis and a Master of Public Administration from California State University, Sacramento.

Chief of Facilities & Business Support Services Division

Mike Mattos is Chief of the Facilities and Business Support Services Division at RT. He is responsible for Safety, Facilities, Information Technology, Procurement and Capital programs at the District.

During Mike’s 34-year career, he has worked in the aerospace and mining industries as a Mechanical and Industrial Engineer, Safety and Environmental Department Head, Production Manager and Plant Manager.

While with the United States Department of Defense, Mike brought laser ultrasonics from the lab into the production shop, operated inspection reactors, managed major construction projects, automated warehouses and managed a work force of 450 employees. While Plant Manager at Noranda, Mike built the first completely automated metal recycling system, designed to recycle old computers, mainframes and copiers.

Mike has studied Advanced Architectural Design, Electro Plating, Robotics and Metal Refining. During his career, he has studied Theory of Constraints (Jonah Certification), Total Quality Management (DoD Certification), Six Sigma, and Statistical Process Control. These form the foundation of his strict performance-based philosophy.

Mike attended California State University, Sacramento on the GI Bill after serving two tours in Vietnam, and obtained a Bachelor of Science degree in Mechanical Engineering.

Assistant General Manager of Engineering and Construction

As the Assistant General Manager of Engineering and Construction for RT, Diane Nakano is responsible for management of the design and construction of projects associated with the light rail and bus systems.

Diane rejoined RT in 2006, after six years working for the City of Citrus Heights managing transportation capital projects. In her previous employment with RT, she worked in the Civil & Track Design department managing the design of several light rail and bus facility improvement projects.

Diane graduated from the University of California, Davis with a Bachelor of Science degree in Civil Engineering, and holds a Professional Engineer’s license as a Civil Engineer

Compliance and Quality Assurance Auditor

Larry Corcoran has been with RT since June 2003. He has over 35 years of auditing experience in the federal, private and public transit industries. He is responsible for performing operational, compliance and quality assurance audits of District departments and functions.

Larry spent six years with the Los Angeles County Metropolitan Transportation Authority, Office of Inspector General (OIG) where he performed multiple types of audits and assisted the OIG’s investigative staff in special assignments. He also has worked in private industry performing financial management oversight reviews required by the Federal Transit Administration.

A native of Sacramento, Larry has a Bachelor of Science degree from Santa Clara University, and is a Certified Internal Auditor and a Certified Government Financial Manager.
