Mike Wiley is the General
Manager/CEO of the Sacramento Regional Transit District (RT). He began his
career at RT as a service planner in 1978 and has been employed with the
agency for 35 years. Mike has served as a member of RT’s Executive
Management Team for the past 28 years and held the position of Deputy
General Manager for two years prior to his appointment as General
Manager/CEO in 2007.
Mike currently serves as Chair
of the Board of Directors of the California Transit Finance Corporation and as
an Executive Committee Member of the California Transit Association.
He is committed to making the
Sacramento region a better place to live, work and raise families. Mike's
objective is to expand transit to a level that people can fully depend on
for their travel needs.
A long-time resident of
Sacramento, Mike has volunteered many hours in the Natomas community,
including 12 years as a member of the Board of Trustees of the Natomas
Unified School District, Chairperson of the Natomas Charter School Board,
and over 20 years as a youth soccer coach.
Mike earned a Bachelor of Arts
degree in Social Science from California State University, Sacramento. He
has been married for 38 years and has two daughters and four grandchildren.

Bruce A. Behrens
Chief Counsel
Bruce A. Behrens has served as the District's
Chief Counsel since 2008. As Chief Counsel, Mr. Behrens advises the Board of
Directors, District officers, and employees on a wide range of legal,
business, and government affairs. The Chief Counsel also manages the
District's Legal Department, which provides litigation and transactional law
services to the District.
Mr. Behrens joined RT after serving as Chief
Counsel for the California Department of Transportation (Caltrans) from 2000
to 2008, where he managed Caltrans' 150-attorney Legal Division. He joined
the Caltrans Legal Division in 1973, where he represented Caltrans as staff
counsel in a broad variety of environmental, project delivery, real
property, and contract litigation in state and federal court. Prior to being
appointed Chief Counsel, he served in the Caltrans legislative affairs
office from 1995 to 2000 and acted as Caltrans Chief Deputy Director during
2004.
Bruce received his undergraduate degree from
UC Santa Cruz, his law degree from UC Davis School of Law, and completed
graduate work in UC Berkeley's Department of City and Regional Planning.

is the Chief Administrative Officer Officer for the Sacramento Regional Transit
District (RT). He has been employed with RT for over 28 years, the first four
years as a Human Resources Manager and 21 years as the Manager of Employee
Relations. He was appointed to the position of Chief Administrative Officer
Officer in November 2008, and is responsible for the executive oversight of RT’s

is the Chief Financial Officer for RT and is responsible for all finance;
accounting; cash management; grant funding; and treasury functions of the
District. She is also responsible for district-wide budgeting and financial
planning. Ms. Brookshire
has more than twenty years of experience in public agency and private sector
finance at the senior and executive level. Prior to joining RT she held
positions as the Director of Finance for the City of Antioch; Director of
Finance and Management Services-Treasurer for EID, in El Dorado County;
Controller-Treasurer for Tahoe City Public Utilities District; and CFO for Gamet
Technologies, Inc., in Reno, Nevada. She also managed her own public agency
consulting business in Northern California.
Her background includes substantial debt restructuring and
multiple bond issuances for public agencies; developing and implementing large
annual operating and capital budgets; implementing agency-wide cost allocation
plans; the development, and implementation of pay-for-performance programs and
key participation in successful labor negotiations for agencies with multiple
bargaining units. Dee holds a
Bachelors Degree in Finance and Economics from California State University
Sacramento; a Masters Degree in Business Administration from the University of
Nevada Reno, as well as the professional certification of Certified Government

Covington
Assistant General Manager of Planning RoseMary
Covington is the Assistant General Manager of Planning and Transit System
Development for the Sacramento Regional Transit District (RT). In this
capacity, she is responsible for short and long range planning, major
project planning, transit-oriented development, real estate, accessible
services and customer advocacy. Ms.
Covington has acquired more than 30 years of experience in transit system
management through her work in both the public and private sector. Most
recently, she was the Mass Transit Administrator for the District of
Columbia. She has also served on a number of committees and projects focused
on transportation policy development for organizations including the Federal
Transit Administration, the Transportation Cooperative Research Program and

Chief Operating Officer Mark
Lonergan is Chief Operating Officer for the Sacramento Regional Transit District
(RT). In his position, he is responsible for performing executive management
level tasks involving bus and light rail operations for RT. Mr. Lonergan
has been with RT for over 31 years and has worked in the planning,
transportation and facilities departments. He previously served as Deputy Chief
Operating Officer for eight years. As the former Director of Light Rail, he was
instrumental in the start-up of the South Line, as well as the Sunrise and

Assistant General Manager of Marketing and
Communications Alane Masui is the Assistant General Manager
of Marketing and Communications for the Sacramento Regional Transit District
(RT). In her position, she oversees the community outreach, customer service,
government affairs, marketing and media activities of the bus and light rail
system. Throughout her 21-year career in public
transportation, Ms. Masui has been focused on implementing programs and services
to enhance the customer experience and improve transit for our communities.
Prior to joining RT in 1999, she served as the Marketing and Commuter Services

Mattos is the Chief of Facilities and Business Support Services for the
Sacramento Regional Transit District (RT). His responsibilities include safety,
facilities, information technology, procurement and capital programs. Mr. Mattos' attended college on the GI Bill after serving two tours to Vietnam. He holds a Bachelor of Science in Mechanical Engineering from California State University, Sacramento. Born in California, raised in Northern California and Washington, Mr. Mattos' now resides in the Sacramento area.

Diane Nakano
Assistant General Manager of Engineering and Construction
Diane Nakano is the
Assistant General Manager of Engineering and Construction for the Sacramento
Regional Transit District (RT). She is responsible for management of design
and construction of projects associated with the light rail and bus system.
Ms. Nakano has over 20 years of public agency work experience at RT and the City of Citrus Heights. As the City Engineer for Citrus Heights, she was responsible for overseeing engineering development services, transportation capital projects and maintenance programs, and other public works projects. In her previous employment with RT, she worked in the civil and track design department managing the design of several light rail and bus facility improvement projects. Ms. Nakano graduated from the University of California, Davis, with a Bachelor of Science in Civil Engineering and holds a Professional Engineer’s license as a Civil Engineer.
