section title: Alternatives Analysis

Detailed Alternatives

Based on the initial screening of alternatives, the alternatives currently under consideration include a No-Action Alternative, a Transportation Systems Management (TSM) alternative, and three Light Rail Transit (LRT) alternatives. In addition, several sub options are being evaluated as part of these alternatives. A brief description of the alternatives is provided below.

Alternative 1: No-Action.This alternative consisted of highway and transit systems existing as of year 2000, plus programmed improvements. It served as the NEPA baseline against which the environmental and community impacts of the other alternatives were compared.

Alternative 2: Baseline/TSM Alternative. This alternative consisted of all reasonable cost-effective transit service improvements within the DNA corridor that were in the financially constrained regional transportation plan, short of a major investment.

Alternative 3: LRT to Airport via Truxel Road. This alternative consisted of double-track light rail service from downtown Sacramento to the Sacramento International Airport and included an LRT bridge with bicycle and pedestrian access across the American River through Discovery Park at Truxel Road, with feeder bus service provided to most LRT stations. This alternative was adopted as the LPA for the DNA Corridor by the RT Board of Directors on December 15, 2003.

Alternative 3A: Truxel LRT Starter Line. This alternative consisted of a mix of single and double-track light rail service from downtown Sacramento to the Sacramento International Airport and included a light rail bridge with bicycle and pedestrian access across the American River through Discovery Park at Truxel Road, with feeder bus service provided to most light rail stations.

Alternative 3B: Truxel LRT Minimum Operable Segment (MOS).This alternative consisted of single and double-track light rail service from downtown Sacramento to the Natomas Town Center in North Natomas, with a direct bus connection provided from the Natomas Town Center to the Sacramento International Airport. This alternative included a light rail bridge with bicycle and pedestrian access across the American River through Discovery Park at Truxel Road, as well as feeder bus service provided to most light rail stations.

Alignment sub-options were considered at specific locations. These include, but were not limited to:

  • An alignment along 5th/6th Street between Sacramento Valley Station and the American River

  • Crossing the American River at North 5th Street

  • Options for crossing Interstate 80 using the existing Truxel Road overcrossing or a new LRT-only overcrossing east of the existing structure
