SacRT Seeking Comments on Title VI Service Equity Analysis

SacRT is currently seeking comments on a service equity analysis, prepared in accordance with Title VI of the Civil Rights Act of 1964. The report is available for review by clicking the above link.

The Title VI equity analysis examines the impacts on minority and low-income populations from the SacRT Forward project, which is a complete redesign of the SacRT bus network. SacRT has been taking comments on this project since December 10, 2018, and will continue to take comments until at least February 25, 2019. All comments received before February 18 will be presented to the SacRT Board of Directors on February 25, along with revisions to the draft plan. Members of the public are welcome to comment on the plan itself or the Title VI equity analysis, which focuses on the effects of the project on disadvantaged populations, and which is required by Federal law and SacRT policy as part of any major service changes. The SacRT Forward project is a fresh look at redesigning the entire SacRT network, with a goal of making the system simpler and easier to use. The Title VI equity analysis also examines the impacts on minority and low-income populations from improvements to weekend light rail headways which took effect on January 6, 2019. Interested parties are welcome to comment on either project, or both.

Title VI of the Civil Rights Act of 1964 requires that “No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.”

The Sacramento Regional Transit District (SacRT) is committed to complying with the requirements of Title VI in all of its federally funded programs and activities.

Any person who believes he or she has been discriminated against, may file a signed written complaint within 180 days of the date of alleged discrimination. The complaint should include the following information:

  • Your name, your address and how best to contact you (i.e. telephone number, email address, etc.)
  • How, when, where and why you believe you were discriminated against. Please include the location, names and contact information of any witnesses.

All complaints alleging discrimination based on race, color or national origin in a service or benefit provided by SacRT will be directly addressed by SacRT. SacRT will provide appropriate assistance to complainants, including those persons with disabilities, or who are limited in their ability to communicate in English. Additionally, RT will make every effort to address all complaints in an expeditious and thorough manner.

A letter of acknowledging receipt of complaint will be mailed within seven days. Please note that a complainant’s failure to respond to any requests for additional information or to provide the requested information may result in the administrative closure of the complaint.

SacRT will send a final written determination letter to the complainant. In a letter notifying complainant that the complaint is not substantiated, the complainant will also be advised of his or her right to appeal and the appeal process within seven calendar days of receipt. Every effort will be made to respond to the Title VI complaints within 30 working days of receipt, if not sooner.
