A well-respected industry leader, Henry is credited with establishing many firsts in the industry earning a reputation as a national change agent, relentlessly pursuing excellence for the advancement of public transportation. As a result, he was recognized as the American Public Transportation Association’s (APTA) 2019 Outstanding Public Transportation Manager Award. This prestigious award is the highest honor given to only one CEO in North America annually.
After swiftly implementing a series of transformative initiatives under Henry’s bold and thoughtful leadership, the Sacramento Regional Transit District (SacRT) was also awarded as the APTA 2021 Outstanding Public Transportation System of the Year, continuing the agency’s upward trajectory by leading the industry in best practices. With a decade of historic transformation and growth, Henry transformed SacRT into a modern, customer-centric, and highly reputable agency, as well as a more significant force in the capital region of the Golden State, offering creative services that propel the region’s economic growth. A few of highlights:
1. Successfully navigated Rail Modernization and Expansion Project with $1 billion investment and a $2 billion capital improvement program with over 100 projects on time and on budget. 2. In the capital region of the Golden State with over 50 mega concerts, parades, festivals, and sport events annually, SacRT has become an industry leader in transporting large crowds for big events with zero incidents in last decade. 3. Built solid trust with various stakeholders in political, civic and business spheres through strong transparency, collaboration, and accountability. 4. Cultivated a profound customer-centric and results-oriented culture by significantly improving organizational performance and transforming rider experience through cleaner, safer, and more reliable services with excellent customer and employee satisfaction.
During Henry’s nearly ten-year tenure with SacRT, the agency has also been honored with numerous other awards, such as: APTA’s 2024, 2023, 2021 and 2020 First Place AdWheel Communication Awards; APTA’s 2025, 2023, 2021 and 2020 rail and bus Safety Gold Awards; Caltrans 2020 Excellence in Transportation Award; Federal Transportation Security Administration’s 2022 and 2019 Gold Standard Award for Security; 2024 Women in Transportation’s Employer of the Year Award; and 2019 Good Governance Award from the Sacramento Taxpayers Association.
Prior to his arrival at SacRT, Henry served as the Chief Financial and Administrative Officer at Jacksonville Transportation Authority, Chief Financial and Administrative Officer at Hampton Roads Transit, CFO/Director of Administration for the Georgia State Road and Tollway Authority, and other leadership positions at two of the top ten largest transit agencies in the nation: San Francisco Municipal Transportation Agency and Metropolitan Atlanta Rapid Transit Authority (MARTA).
