Henry Li is a transformational and visionary transit leader with over two decades of extraordinary business acumen driving strategic innovation, service excellence, safety and security ingenuity, inclusive and equitable workforce development, and fiscal renewal within some of the most highly-visible, and dynamic multimodal transportation systems in North America.

A well-respected industry leader, Henry is credited with establishing many firsts in the transportation industry throughout the years earning a reputation as a national change agent, relentlessly pursuing excellence for the advancement of public transportation. As a result, he was recognized as the American Public Transportation Association’s (APTA) 2019 Outstanding Public Transportation Manager Award. This prestigious and highly competitive award is the highest honor given to only one CEO in North America each year.

After swiftly implementing a series of transformative initiatives under Henry’s bold leadership, SacRT was also awarded as the APTA 2021 Outstanding Public Transit System of the Year, continuing the agency’s upward trajectory by leading the industry in best practices.

During Henry’s over nine-year tenure with SacRT, the agency has also been honored with numerous other awards, such as: Government Finance Officers Association’s Outstanding Budget Award each consecutive year; APTA’s 2024, 2023, 2021 and 2020 First Place AdWheel Awards; APTA’s 2025, 2023, 2021 and 2020 rail and bus Safety Gold Awards; Caltrans 2020 Excellence in Transportation Award; Federal Transportation Security Administration’s 2022 and 2019 Gold Standard Award for Security; 2024 Women in Transportation’s Employer of the Year Award; 2019 Good Governance Award from the Sacramento Taxpayers Association for his outstanding leadership in defending taxpayer funds; and Sacramento Clean Cities 2018 Clean Air Champion Award.

Prior to his arrival at SacRT, Henry served as the Vice President of Finance and Technology/CFO at Jacksonville Transportation Authority (JTA), which was named as an APTA 2016 Outstanding Public Transportation System of the Year. He also served as Chief Financial and Administrative Officer for Hampton Roads Transit, Director of Administration/(CFO) for the Georgia State Road and Tollway Authority and held senior management positions at some of the largest transit agencies in the nation, including the San Francisco Municipal Transportation Agency (MUNI) and the Metropolitan Atlanta Rapid Transit Authority (MARTA).
