Expanding Access to On-Demand Transportation for People with Disabilities
SacRT is proud to serve as the Local Access Fund Administrator (LAFA) for Sacramento County under the Access for All (AFA) Program, a statewide initiative developed by the California Public Utilities Commission (CPUC) to implement Senate Bill 1376.
This program is designed to increase the availability of on-demand transportation service for individuals with disabilities, including those who require wheelchair accessible vehicles (WAVs).
What SacRT Does as Local Access Fund Administrator
As the designated LAFA, SacRT is responsible for:
- Ensuring on-demand WAV service is available in Sacramento County
- Publishing a Call for Projects and managing the application process for service providers
- Reviewing, evaluating and awarding funding to selected providers
- Distributing Access for All funds to support WAV operations
- Monitoring program performance through quarterly reporting
- Engaging with the disability community, including regular updates to the Mobility Advisory Council (MAC)
Access Provider Application Process
Access for All is a multiyear program funded on an annual basis. The program funding varies by year due to the yearly fluctuation in TNC trips. After a period of public outreach to inform program development and approval by the Board of Directors, SacRT issues an annual Call for Projects (CFP) to solicit applications from interested entities to build on-demand WAV services in the region. Applications are available online during the open application period following the publication of a CFP. Project proposals are evaluated for eligibility and then scored by an Evaluation committee and SacRT staff, followed by a ranking of projects. After funding recommendations are approved by the Board of Directors, grant agreements are executed with grantees known as Access Providers and service begins. Grant terms may vary in duration and are specified in the CFP.
Current Access Provider
SacRT Flex Microtransit was selected as the service provider to receive the Access for All program funds for cycle 5.
Award Amount: $3.7M for service between July 1, 2026 through June 30, 2029
Service Scope: SacRT Flex microtransit service is delivered in partnership with Nomad Transit, LLC (a subsidiary of Via Transportation), and utilizes Access for All funds to provide on-demand wheelchair accessible vehicle (WAV) service in Sacramento County. SacRT Flex service increases the availability of WAV vehicles, improves reliability and wait times, and now offers on-demand WAV services on Saturday.
Future Access for All Funding
As the LAFA for Sacramento County, SacRT was awarded $928,325.50 in local access funds for Cycle 6, i.e., funding year 26-27.
SacRT will distribute these funds (less administrative fees) to a local access provider(s) through a competitive solicitation process on or before July 1, 2027.
