Access for All Funding Program
Expanding Access to On-Demand Transportation for People with Disabilities
SacRT is proud to serve as the Local Access Fund Administrator (LAFA) for Sacramento County under the Access for All (AFA) Program, a statewide initiative developed by the California Public Utilities Commission (CPUC) to implement Senate Bill 1376.
This program is designed to increase the availability of on-demand transportation for individuals with disabilities, including those who require wheelchair accessible vehicles (WAVs).
What SacRT Does as Local Access Fund Administrator
As the designated LAFA, SacRT is responsible for:
- Ensuring on-demand WAV service is available in Sacramento County
- Publishing a Call for Projects and managing the application process for service providers
- Reviewing and awarding funding to selected providers
- Distributing Access for All funds to support WAV operations
- Monitoring program performance through quarterly reporting
- Engaging with the disability community, including regular updates to the Mobility Advisory Council (MAC)
SacRT Flex and WAV Service
SacRT currently offers on-demand WAV service through SacRT Flex, which provides accessible, curb-to-curb transportation. With support from AFA funding, SacRT aims to:
- Sustain and expand Flex service beyond its current pilot phase (set to expire June 2026)
- Enhance service levels, which may include:
- Late-night hours
- Weekend service
- Vehicle availability (reducing wait times)
